Mix flour, baking powder, baking soda and cinnamon in a small bowl. Set aside.
Cream together butter, apple cider mix, sugar and salt. Beat in eggs, one at a time and vanilla. Mix well. Add the butter mixture to the flour mixture and mix well.
Scoop the dough into a 1 inch balls and place on a cookie sheet. Bake for 12-15 minutes. Let cool.
Melt the caramels according to package directions. Drizzle melted caramel over the cookies.
